Consultant to support the Country Economist en IDB

About this position

The Country Department for Belize, Central America, Dominican Republic, Mexico, Panama, and Haiti (CID) leads country dialogue, develops country strategies, and defines annual operational programs with member countries. This includes providing financial and nonfinancial products and fostering public-private synergies. CID seeks a technical professional to support its country teams in implementing existing programs and developing and executing its country strategies.

The objective of the appointment is to support CID’s country teams in implementing their country programs. The selected candidate will work closely with the country economists carrying out research and analysis tasks as detailed below. 

What you’ll do:

The consultant will be assigned to a country team. Activities may include:

Economic Analysis and Research: (i) Conduct research and analysis in macroeconomics, public finance, economic development, international economics, and other areas depending on the economist research agenda; (ii) review and summarize economic and development analysis reports and academic papers; (iii) construct and maintain large datasets with country indicators, perform archival work, and inform sector studies; (iv) collaborate in the execution of studies and technical cooperation programs led and/or supported by the economist; (v) support analytical work (economic and operational) as needed.

Country Strategy and Policy Dialogue: (i) Assist in the country strategy preparation; (ii) provide technical inputs to identify, develop, and review country analytical work; (iii) participate in coordinating, preparing, and following up on policy dialogue meetings; (iv) maintain a thorough understanding of assigned country’s changing economic, political, and social situation. 

Corporate: (i) Provide review inputs for corporate documents as assigned by CID’s front office; (ii) support the coordination process between headquarters and the country office to ensure the delivery of the assigned country work program; (iii) actively participate in corporate-level initiatives and special projects undertaken by CID and the Bank that impact the Department's work. 

Client Management: (i) Provide technical input and contribute to the preparation of papers, country briefs, and presentations on the Bank’s operational program in the assigned country; (ii) participate and help prepare meetings with Government officials, multilateral institutions, donors, and private sector in the IDB headquarters and the country office. 

In addition, the selected candidate may participate in regional or corporate initiatives as designated by the country economist or the regional economist advisor.

What you'll need

  • Education: Bachelor’s degree in Economics or equivalent.
  • Experience: Minimum 2 years (5 years preferable) of relevant professional experience or the equivalent combination of education and experience.
  • Languages: Ability to read, write, and speak Spanish and English

Key skills

The following areas of experience and skills would be required:

  • Computer skills: Proficiency in MS Office (Word, Excel, PowerPoint, Power BI) and good command of data analysis software (e.g., Eviews, Stata) or at least one programming language (e.g., Gauss, Matlab, R, Python).
  • Analytical skills: Critical thinking, strong knowledge of data sources for assigned country and international development, and expertise in quantitative and qualitative methods for policy analysis.
  • Communication skills: Excellent technical writing and oral presentation skills.
  •  Soft skills: Strong interpersonal skills, flexibility, adaptability, and a willingness to learn new skills and tackle challenges.

The following areas of experience and skills would be considered strong assets:

  • Knowledge and experience in CID countries, especially Costa Rica.
  • Experience in the field of international development.
  • Knowledge of and exposure to IDB or the work of key development institutions (e.g., international financial institutions, regional development banks, bilateral donors).

Requirements

  • Citizenship: You are either a citizen of Costa Rica or a citizen of one of our 48-member countries with residency or legal permit to work in Costa Rica.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Type of contract and duration

  • Type of contract: National Consultant Full-Time.
  • Length of contract: 12 months.
  • Work Location: Country office in Costa Rica.
